Grieving Father lives in Little Marrow. The town is opposite the Greater Marrow. The map above will help you get to this place.
Talk to the man by clicking on the panel in the lower-left corner of the screen. Ask him about the shipwrecks in the area. The father will tell you his son's story and ask you to find the Bronze Belt Buckle, which will start the quest.

After accepting the task, the game will automatically mark the location of the item dredge point on the map. You have to sail around the island from the south to reach the indicated place.
When you find the wreck, perform a dredge action at the point with the yellow dots floating above it. The instructions for playing mini-games while extracting materials from the ocean are described on the page How to obtain Dredge?.
Move the item to the cargo and head back to Little Marrow. Try not to damage the ship, as this can block the slot in the cargo hold and cause the item to be lost forever.
The Bronze Belt Buckle has a brown background, so it's a Trinket - you can sell it to the Trader in Little Marrow. Don't do it though, because then you won't be able to complete the quest.
Once there, talk to Grieving Father and give the man the Bronze Belt Buckle by selecting the appropriate dialogue option. The quest giver will thank you for your efforts and reward you with 1 Research Part, which you can spend on researching new equipment. This is the end of the Lost at Sea Persuit.
